The 3-30-300 rule for greener neighbourhoods

A simple benchmark for how much nature a neighbourhood should contain, and the evidence behind each of the three numbers

The 3-30-300 rule is a simple way of describing how much nature a neighbourhood should contain. Every home should have a view of at least three established trees, every neighbourhood should have at least 30 per cent tree canopy cover, and no one should live more than 300 metres from a park or green space. Three numbers, easy to remember, and each one tied to a growing body of research on how green surroundings affect the people living among them.

The rule was proposed in 2021 by Cecil Konijnendijk, an urban forestry researcher who has spent decades studying how trees function in cities. He set out to turn a large and sometimes technical field of evidence into something a planner, a developer or a resident could hold in their head. Rather than a single target, the rule works at three scales at once: the view from the window, the wider neighbourhood, and the walk to a proper green space.

The rule has spread because it is concrete in a way most targets are not. Planting and green infrastructure goals are usually written as percentages or hectares that are hard to picture on the ground, whereas a figure like “three trees from every window” is something anyone can check for themselves, and something a design team can plan towards from the first sketch of a scheme.

What the three numbers mean

The 3 is about daily contact with nature. The idea is that every home, school and workplace should have a view of at least three reasonably sized trees. Not a distant line of green on the horizon, but trees close enough to register as part of the surroundings, changing through the seasons and visible from where people spend their time. This is the part of the rule that connects most directly to the research on wellbeing, since a view of greenery from a window is one of the most studied and most consistent findings in the field.

The 30 is about canopy cover across the wider neighbourhood. Konijnendijk set the figure at a minimum of 30 per cent tree canopy, measured as the share of ground shaded by trees when seen from above. Canopy at this level lowers summer air and surface temperatures, intercepts rainfall before it reaches drains, filters airborne particles, and provides connected habitat that lets birds, insects and small mammals move through built-up areas. It is also the hardest of the three numbers for most places to reach.

The 300 is about access to larger green space. Everyone should live within 300 metres of a park or green space of at least one hectare, a distance most people can walk in under five minutes. The threshold matters because the evidence on green space and health depends heavily on regular use, and a park close enough to visit on an ordinary day delivers far more benefit than a larger one that needs a special trip.

The evidence behind the rule

The clearest test of the rule so far came from Barcelona. In 2022 a team led by Mark Nieuwenhuijsen at the Barcelona Institute for Global Health published a study in the journal Environmental Research that measured how many residents met each part of the rule, then compared the results against mental health and medication use across the city.

Full compliance with all three criteria was associated with better self-reported mental health, lower use of medication for anxiety and depression, and fewer visits to a psychologist. The link with residential greenness was the strongest and most statistically robust of the findings. The study was careful about what it could and could not prove, but the direction was consistent with decades of earlier work connecting green surroundings to lower stress and better mood.

The same study showed how far a dense city can fall short. Only 4.7 per cent of the population surveyed met all three criteria at once. Barcelona is greener in some districts than others, and for most residents one or more of the three numbers was missing, most often the 30 per cent canopy.

A larger assessment published in Nature Communications looked at 862 European cities and found much the same pattern at scale. Only 13.5 per cent of the population lived in full accordance with the rule, while 21 per cent lived in areas that met none of the three criteria. The study also found that greener neighbourhoods tended to be wealthier ones, a reminder that access to urban nature is unevenly shared.

How UK towns measure up

Towns and cities across the UK start from a low base on the number that matters most. Forest Research, using the i-Tree survey method, put the average urban canopy cover for 283 towns and cities in England at around 16 per cent, with an area-weighted mean across UK urban areas of roughly 17 per cent. Both figures sit well below the 30 per cent the rule calls for.

There is wide regional variation within that average. The south-east of England records some of the highest cover at around 22 per cent, while parts of Northern Ireland sit closer to 12 per cent. Widely referenced UK guidance suggests a minimum of 20 per cent canopy for towns and cities, with 30 per cent as the figure to aim for, which places the 3-30-300 rule at the ambitious end of current practice rather than the routine.

On a new scheme, the gap is the opportunity. New development is one of the few moments when canopy cover can be planned in from the start rather than retrofitted into streets and spaces that were built without it. The trees chosen at the design stage, and the room made for them to reach a decent size, decide whether a neighbourhood moves towards the target or away from it.

Why canopy is the hard number

Reaching 30 per cent canopy is difficult for reasons that have as much to do with the ground as the planting. Street trees compete with services, foundations and hard surfaces, and a tree given too little rooting volume rarely reaches the size its species promises on paper. Canopy is a function of mature trees, and mature trees need soil, water and time.

A realistic canopy strategy therefore mixes large-growing trees, where there is space for them, with smaller species that suit tighter streets and courtyards. A scheme planted entirely with small ornamental trees can look green on the day it opens but contribute little shade, while one that relies only on large forest trees often loses many of them to cramped pits and restricted roots. The balance between the two is where the target is won or lost.

Species choice also has to account for a changing climate. Trees planted now will need to stand through decades of warmer summers, sharper droughts and heavier downpours, and the palette that served the last generation of urban planting may not all cope with the next. Resilience now matters as much as appearance when choosing trees for canopy.

Trees that help reach the targets

A canopy strategy works best with a mix of sizes and habits, from large trees that carry most of the cover to smaller ones that fit where space is tight and still add to the count seen from a window.

Tilia cordata

Tilia cordata, the small-leaved lime, has long lined streets and avenues for its dense, rounded canopy and its tolerance of hard pruning. Bees and hoverflies work its midsummer flowers heavily for nectar. Where there is room for it to develop, it is one of the most dependable large trees for lasting cover.

Quercus URBAFLORA® ‘Grace’

A climate-resilient oak hybrid combining English and Iranian oak genetics, reaching around 18m at maturity with an 8m spread. Its fast growth for an oak and broad canopy suit large-scale urban and infrastructure schemes where lasting cover is the aim. Tolerates both drought and flooding once established, and provides food and habitat for insects, birds and pollinators.

Acer campestre

Commonly known as field maple, Acer campestre is a native tree of modest size, well suited to narrower streets and mixed planting where a large forest tree would not fit. It carries good yellow autumn colour, supports a range of aphid-feeding insects and the birds that follow them, and copes well with urban soils and exposure.

Carpinus betulus

Carpinus betulus, or hornbeam, is among the toughest natives for a difficult urban site, tolerating pollution, compacted ground and heavy pruning. Its ribbed, deeply veined leaves flush bright green in spring and turn a warm amber in autumn, and the tree copes well with the heavy clay soils common on new build plots. Its seeds feed finches and tits through autumn, and grown as a clipped form it holds its russet leaves well into winter, giving structure and screening when most deciduous planting has thinned out.

Sorbus aucuparia

Otherwise known as rowan, Sorbus aucuparia is a small native tree for tight spaces, car parks and residential frontages that need canopy without great height. It carries light, feathery foliage on an upright, open crown that casts only gentle shade, which suits underplanting and narrow verges. Its white spring blossom feeds pollinators, and its red autumn berries are stripped quickly by blackbirds, thrushes and visiting waxwings.

Amelanchier lamarckii

Grown for its clouds of white spring blossom, coppery young foliage and fiery autumn colour, Amelanchier lamarckii, or snowy mespilus, is a small deciduous tree suited to courtyards and smaller residential schemes. Often grown as a multi-stem, it stays modest in size and works well where a full-height tree would crowd the space. Its early flowers give bees nectar, and birds strip the summer berries soon after they ripen.

What it means for new development

The value of the 3-30-300 rule on a live scheme is that it keeps three different benefits in view at once, and stops any one of them crowding out the others. A design can meet a biodiversity target on paper while leaving residents with no tree to look at, or provide a handsome central park that half the site cannot reach on foot. The rule is a quick check against that kind of imbalance.

It also sets a useful direction for the choices that decide a scheme’s long-term success. Making room for trees to reach a worthwhile size, choosing species that can cope with the climate to come, and planning green space people can actually walk to are the decisions that turn a green masterplan into a green place years later. Realistic species selection and proper establishment matter as much here as the headline numbers.

None of the three figures is a legal standard, and the rule is best treated as a guide rather than a rigid test. Its strength is that it is memorable, grounded in evidence, and easy to hold in mind through the many decisions a project involves, from the first layout to the final planting plan. Used that way, it helps push new neighbourhoods towards the level of greenery the research increasingly shows people need.
